In a bizarre turn of events, the infamous "Man in the Gutter" has been arrested for the third time in eight years. The 36-year-old unemployed man, identified as A, was apprehended by the Hyogo Prefectural Police in Kobe on September 14th for allegedly using a smartphone to film inside a gutter, violating laws against capturing explicit images.
A gained notoriety eight years ago when he was arrested for attempting to peek up women's skirts by hiding in a 60cm deep, 50cm wide gutter near a women's university in Kobe. At the time, he spent approximately five hours lying on his back inside the gutter, fitting just enough for an adult to enter.
What made A particularly famous during his previous arrest was his peculiar statement during police questioning. He reportedly said, "I can sleep anywhere, but my flaw is that I can't resist entering gutters. It excites me, and I can't stop."
During the initial court hearing on November 28th, A was accused of repeating this behavior over a whopping 1,000 times over 22 years, starting from his middle school days. Authorities obviously described his compulsion to peer into women's undergarments as a recurring pattern.
